A glut of construction projects ranging from sewer line replacements to a new bike path is creating a perfect storm of traffic and business woes in the tiny North End, just as the lucrative summer tourism season approaches — and residents are complaining that City Hall isn’t paying attention to the “siege” on the neighborhood.
