Water Street in Lower Manhattan, with 19 million square feet of towering office buildings, is at the center of a debate over how to utilize privately owned public spaces.
At its meeting on Monday, the City Planning Commission is expected to approve a proposed change to how these spaces, known as POPS, are used.
