J.C.Penney has a serious challenge to produce better apparel sales in the current slow sales environment with apathetic consumer sentiment toward spending on the category. Like all fashion retailers, J.C.Penney is dependent on newness and fresh looks in order to achieve better sales momentum. I do not see it. Market observers also confirm in recent reports that retailers like J.C.Penney are facing a sluggish environment right now.
